The graphics card I was going to install is the ATI Radeon HD 4890. My PSU is a Ultra LSP 750 watt Pro Lifetime series. A 64 bit processor can run 32-bit operating systems but not the vice versa.
The 64 bit system has wider busses and registers and other related electronic components. Which means, they are two systems designed and constructed differently. Standard OpenHCD USB Host Controller (5x) X86 and X86-64 are different at the hardware level.
